Feasibility study on industrial zone regeneration plan in Taichung City

Preface
Due to urban expansion and changes in industrial structures, most of the industrial zones in Taichung City are surrounded by residential zones and commercial zones, resulting in their confusing mixture. Some industrial zones are mixed up with residential households, and others are even invaded by commercial shops. This study focuses on the feasibility to renew those industrial zones in Fengyuan District and Taiping District which have been lowly utilized, not utilized according to the original plans, and not suitable for industrial use. It is hoped that our study can promote appropriate restructuring and regeneration of those industrial zones. For those areas still in high demand of land for industrial use, it is suggested that the industrial zones be designed according to the overall urban development trends and we also recommend some follow-up adjustment strategies for the buildup of a sound industrial development environment.


Strategic areas for industrial zone regeneration programs
Three strategic industrial zones, namely Regions A05 and A11 in Fengyuan District and Region B16 in Taiping District have been selected for the regeneration programs.

Planning concepts and  development strategies

It is recommended that Region A05 be altered from type B industrial zone to a residential zone after taking into consideration the overall development orientation and planning concepts for Fengyuan District, the local public opinions, and the wishes of the land owners. It is hoped to shape the inner ring of Fengyuan District into a high quality eco living area by transforming the lowly utilized industrial land into urban green treasure.

It is suggested that Region A 11 be changed from an industrial zone into a multi-functional base for creative industry zone, commercial zone, residential zone  and type B industrial zone to meet the expectation of local public opinions and the wishes of land owners to utilize the region for multiple purposes including commercial use, creative industries, and residential use. It is also hope to transform the lowly utilized industrial land into urban green treasure.

Follow-up development strategies for Region B16:

  1. Short-term development: It is recommended to maintain Region B16 for industrial use and open up the parks, markets and roads in the surrounding areas.
  2. Medium-term development: It is recommended to gradually transform the land use into residential zone, as B16 is completely surrounded by households.
  3. Long-term development: It is recommended to adjust the land use to be high-quality residential zone to match with the urban planning of Taiping District.

Development methods

Land use zoning and adjustment must be carried out in accordance with Deliberation Standards for Urban Industrial Zone Review and Change. Detailed plans should be drawn up. Land for necessary public facilities must be configured. Overall development must be conducted by way of land readjustment.
