Guidelines for Implementation of Construction Projects

1. To strengthen management, maintain quality and ensure safety of construction projects in Taichung City, the Urban Development Bureau of Taichung City Government (hereinafter referred to as the UDB) hereby announces the guidelines.
2. After obtaining the building license, the contractor and full-time engineers of a construction project of over a certain size or of special structure or miscellaneous works shall report their construction plan to the UDB or the professional body designated by the UDB (hereinafter referred to by the UDB-designated body) and apply to convene the consultation meeting for the construction plan before the start of the project.
The UDB-designated body shall convene the consultation meeting within seven days after receipt of an application. The contractor and full-time engineers must make presentation in person in the consultation meeting while the supervising architect may sit in.
For the reference of the contractor and full-time engineers, the UDB-designated body may provide professional advice including suggestions of construction techniques and services and consulting, and disaster prevention and response, for which a meeting minutes must be kept in record.
For each consultation meeting, the UDB-designated body should assign at least five persons, among whom external members may not exceed two and the rest must be committee members of the UDB-designated body, who must be assigned to only one construction project.
3. The UDB-designated body should send the consultation meeting minutes to the applicant within five days after the meeting and also mail a copy to the Urban Development Bureau for record.
When applying to commence the construction project, the full-time engineers hired by the contractor should send to the Urban Development Bureau a report for future reference in which how the suggestions of the UDB-designated body have been dealt with must be described. During the construction, the supervising architect, the site manager and full-time engineers should supervise the construction works in accordance with the construction plan.
4. If the UDB-designated body fails to convene the consultation meeting within seven days from the next day of receiving the application from the contractor or fails to send the consultation meeting minutes to the contractor within five days after the meeting, it is deemed that no suggestions are made to the construction plan. If the UDB-designated body fails to comply with the above-mentioned requirements and the failure is deemed as serious, the UDB may revoke its qualification.
